In the standard install, I couldn't find any option to receive email notices of new comments. I could however receive notices to approve comments. I don't want to have to approve comments, I just want to know when one is made. This plugin might add that functionality... but I can't seem to get it to download!

No, I think it isn't redundant, you don't need to check the mail for new comments - you get them on your desktop.
But speaking about plugins and software who gives additional functionality - there is always question do you need it - and I think this soft holps some people to ease comment reading and for others it is unnecessary - it depends.

We will get email notifications from the Wordpress system when there is a new comment. So, isn't the Comment Notifier redundant here?
